Serghei Narîşkin, şeful Dumei de Stat a Federaţiei Ruse
O
întrebare care, speram, avea un răspuns foarte cert. Asta, cel puţin până
la episodul deloc bine explicat al vizitei la Bucureşti a Preşedintelui Dumei
de stat a Federaţiei Ruse, personaj al cărui nume se află pe lista de
interdicţie pe teritoriul UE stabilită şi votată în unanimitate de Consiliul
European, la nivel de şefi de state sau de guverne.
Parte integrantă a pachetului de sancţiuni pe care Europa şi aliaţii săi din spaţiul euro-atlantic şi nu numai, l-au decis ca răspuns la invadarea şi anexarea ilegală a Crimeii şi la acţiunile desfăşurate de Rusia în estul Ucrainei.
Listă destul de lungă şi comprehensivă, într-atât de importantă prin semnificaţiile sale simbolice dar şi consecinţele sale practice, încât, la rândul său, Rusia a răspuns cu aceeaşi monedă, stabilind propria sa listă de “indezirabili” printre care, vă rog să vă amintiţi, figurează şi acum personalităţi din România.

Iată şi lista rusă :
Listele nu au fost retrase, nici anulate. Sunt liste care au fost comunicate oficial şi, ca atare, înregistrate în “sectorul roşu” de atenţie pentru consulate şi toate punctele de intrare pe teritoriul european şi, respectiv, pe cel al Federaţiei Ruse.
În cazul nostru, a existat o decizie de a încălca acest capitol al regimului de sancţiuni, motivaţia fiind că era vorba despre o reuniune a unei organizaţii internaţionale din care şi România face parte.
Şi, astfel, spargem blocul de unitate european în domeniul sancţiunilor, regimul acestora urmând să fie rediscutat la Summitul din decembrie, ocazie cu care este foarte probabil să fie prelugit pachetul cel mai important, cel care ţine de domeniul economic şi care, deja, a produs efecte vizibile (cel privind Crimeea fiind deja prelungit până în iunie 2016).
Până atunci, sancţiunile sunt respectate de toţi aliaţii din echipa NATO/UE, tocmai în virtutea principiului că acţiunea oricărei alianţe este una comună şi că o decizie de asemenea gravitate cum a fost cea privind sancţiunile primează asupra oricăror angajamente.
Reamintesc faptul că ţările membre NATO şi UE au întrerupt toate activităţile organismelor de cooperare cu Rusia, au decis scoaterea Rusiei din formatele de reuniuni internaţionale la cel mai înalt nivel (G8 transformat în G7 în iunie 2015), a fost anulat Summitul UE-Rusia şi s-a decis să nu mai aibă loc negcierile privind regimul de viză şi au fost suspendate discuţiile asupra Noului Acord cu Rusia. A fost suspendat sine die Consiliul NATO-Rusia. Măsuri valabile cu efect imediat pe toate nivelurile , inclusiv pentru prezenţa diplomaţilor.
Decizia NATO şi UE a fost ca, pentru a nu se rupe complet canalele de dialog, să se discute exclusiv prin canalele ambasadelor. Ceea ce se putea face, formal, în momentul în care România preda preşedinţia Adunării Parlamentare aCooperării Economice a Mării Negre, ceea ce se putea face în prezenţa ambasadorului rus la Bucureşti.
Noi am avut un alt raţionament. A fost oare el validat formal, aşa cum ar fi normal, de Preşedintele României? Domnii Zgonea şi Tăriceanu l-au consultat măcar pe dl. Iohannis, coordonatorul, prin Constituţie, al politicii externe a României?
Poate că da. Atunci totul e în regulă, e vorba despre un raţionament care răspunde intereselor superioare de securitate prezentă şi viitoare a României. Poate chestiunea alianţelor de azi nu va mai semăna cu realitatea pe care o pregătim pentru mâine. Poate chiar era important să-l auzim, la Bucureşti, pe înaltul oficial rus explicându-ne cum vine chestiunea cu baza de la Deveselu.
Poate. Nu ştiu. Dar întrebarea esenţială este: care va fi poziţia României asupra problemei prelungirii sancţiunilor? Dacă votăm împotrivă, putem determina blocarea procesului în cazul în care se va merge pe o soluţie consensuală. Dacă, dimpotrivă, vom fi de acord, cine garantează că vom şi respecta acordul şi că, la Bucureşti, domnii Zgonea şi Tăriceanu nu vor mai convoca astfel de “reuniuni indispensabile”?
Chiar nu ştiu răspunsul.
Ceea ce ştiu este că, poate, va veni şi vremea să ne ţinem de aliaţi şi alianţele pe care noi înşine am spus că le dorim ca garanţie de securitate pentru România.
Dacă nu, cu scuzele de rigoare, vom continua să dăm impresia că navigăm între ape, cu fundul în câte luntri se poate.
