School tributes, a burden for the children's parents

Pupils are asked money under different pretexts: the teacher or the form master wants to make a photo-album for which every student has to pay 45 lei, the pupil must wear a robe even if he barely graduated 1st grade or has to pay the class fund.
One of the children's parents want to buy teachers presents. Every year these tributes become bigger, and the amounts of money are superincumbent for the family budgets. Parents cover half of the school costs. All these happen in an educational system about which state representatives say it is free.
A photo-album with the class mates costs 45 lei for each pupil, a book offered with the prize between 15-20 lei each, a rented graduation robe 15 lei or 300 lei each, so that the total amount of money that a pupil's parent has to pay the the school year's end is 100 lei.
